Radio waves don't effect the mind in a direct way.
Weather is not something that can be controlled. We lack the ability to predict with 100% accuracy so its not likely we have control over it and a strong radio wave isn't going to alter any thing.
Lastly the article is definitely not a legit thing.

You sound dumb. Not how attacking the person does nothing for the argument.
The radio waves we give off are not giving off information and not the same frequency of that type of radio wave. If radio wave had an profound effect on us we would use them as much as we do. We're exposed to these kind of strong radio wave all the time from space and they don't effect us, so there is no reason to assume man made ones effect us or the weather.
