Should I label it as "goods" or "gift".
This person is telling me to label it as "gift" because he thinks I will do a charge back.

I say goods, unless you ultimately trust the person. Where I sell at, most people dont' want a chargeback. =/ So they do gift. If it seems shady, just don't pay.

Simply put: Goods = you bought something legally.
Gift = "Giving it" or giving for shit like we do here. If you put the trade as a good, then you/the other person can claim they never received the good they were promised. Plain words, if you don't put gift, they can scam you and you won't have anything to back anything up...

If you send money as a gift, you can't legally get it back unless the person to whom you gifted it wants to give it back. No matter what. So if you're trading the money for something in return, put it as 'goods,' and you can file a claim if you didn't get what you paid for. On the receiving end, I think PayPal deducts more in fees if you get paid for 'goods' instead of a 'gift'.
So if you're sending, goods. If you're receiving, gifts. But it all comes down to what the sender is willing to do.
