I say goods, unless you ultimately trust the person. Where I sell at, most people dont' want a chargeback. =/ So they do gift. If it seems shady, just don't pay.

If you send money as a gift, you can't legally get it back unless the person to whom you gifted it wants to give it back. No matter what. So if you're trading the money for something in return, put it as 'goods,' and you can file a claim if you didn't get what you paid for. On the receiving end, I think PayPal deducts more in fees if you get paid for 'goods' instead of a 'gift'.
So if you're sending, goods. If you're receiving, gifts. But it all comes down to what the sender is willing to do.
