I disagree. There are many forums out there that are sucessful because of the userbase, and not the host. HF for example, it provides a HUGE variety of dicussion, and the users contribute, learn, and try to provide guides on things. The host site provides literally next to nothing other than forum updates and patches. I was there for the *nix, Linux, and BSD section. The *nix community is very RTFM based, but people will help eachother (until you start asking some backtrack shit.)
But that's not what I'm getting at. I'm trying to say, I get where you're comin from. Yea, the host site needs some zeal to keep users interested when it comes to websites focusing on a cheating on a game like Gaia. Same with w8baby for Maplestory. They need their devs to keep making their shitty cheat client to keep people coming back.
Let's get some more variety in the sections, make more progress in the programming forum. It'll entice people to "learn" languages so one day they can help make "cheats." Although, that is the wrong reason for said sections. I'm just saying, without a contributing and discussing community, there is nothing. But if the community is driven towards helping eachother in knowledge, instead of "omg UG the LG devs are making st0ffs I cant wait for the cheats" then it will be fruitful.
Honestly if you made a more variety of forums I believe it would attractive users. You want more discussive users.
