Well a programmer blocked things on my laptop. Specifically gaia and IMVU. Somehow blocked it. He then made himself an admin. I am a standard user, and he has parental controls. He also deleted the needed files for system factory resetting... D: Anything I can do?
Yes. he actually deleted the files needed to be reinstalled when factory resetting.

Sounds like said person's parent, or work place, or school locked said parent/school/work issued laptop down because said person was spending too much time on blocked sites. Just reformat with new install of Windows if you want to save yourself the trouble, or see if you can empty your host file cause I guarantee that's how the sites are being blocked.
more like my exboyfriend who lives in oregon. He liked to control me until I realized it was abusive =w= And he went into the actual system..The black screen thingy that pops up. Commands thing I think.
Do you have the original DVD/disk that came with the laptop? If so, using a DOS based boot disk, you can type "format C:" at the command prompt to reset your laptop and then use the disk to reload the data to how it was before the hacker changed the settings ~
If you have access a ISO burning software and have a blank writeable CD laying around download and burn this to a disc; Offline Windows pw & reg-editor, bootdisk
It will allow you to remove any password to any account on the computer itself.

After burnt put the disc in and restart your computer it should boot from the disc.

Download a copy of Windows, write to USB, install.

If you got a smartphone you can use it as a USB device to install Windows from. I did that once, but it's kind of annoying.

he forceteamviews me. I cannot turn teamviewer off it pops right back up...
Is there anyway I can get into command prompt and change anything about this? I tried to restart into the safe mode thing and the admin never showed up, what do i do now? is there anything else I can do? can the online help service help me?
whenever computer starts up, the command prompt automatically is up. and before i can change anything or look at it, it disappears before i can see the name!!

He's on team viewer it keeps popping up every time i keep trying to get out of it. if you can at least help me for taking off force team Viewer or, at the very least take off the parental, please.. I don't really beg for anything. I have no one else to turn to, HP really can't fix it. SO PLEASE? ;o;
Safemode, internet off, completely uninstall any team viewer or etc related files. Only other option I can think of is getting his IP (should be possible through teamviewer) and blocking it through the host files.

Strange thread. Unplug your ethernet adapter, or disable your wifi (physically turn it off at the powerpoint if you don't know how to do it otherwise).
Boot in to safemode (or normal), uninstall programs you don't want (such as teamviewer).
That'll stop him from taking over your machine until a point in time in which you can back up your data and reformat ;)

I don't quite understand how he's actively engaging Teamviewer sessions from inside the system. Or is he out now and living in Oregon?
To get him to stop accessing your computer via Temaviewer, do what Artificial said.
You can either restore your entire system or try to work with it.
Is it running Windows XP, Vista, or 7? I don't know how well this would work, but I seem to remember there being a backup account on Windows XP with the username administrator and no password that you could log on to from the login screen.
Other than that just all the standard things, if you want to save your files you should probably take them off the drive before you do a restore.

Guys, she doesn't have admin powers. If her boyfriend limited her account to not be able to remove programs or install them, then she can't do anything. I belief going into safe mode will not work either, since she still doesn't have admin powers!
Your best chance is this:
If you can't do that, you need to get Windows CD and re-install the OS. You should backup your data first, and then format the drive during the OS installation.
To avoid your boyfriend to team-view you, you can try blocking Team Viewer in your firewall. If that's not possible, then just unplug from the internet.
tldr; buy $1 cd, burn Windows, re-install
Well I got it semi fixed. I'm admin. However he scripted and blocked websites and force teamviewer. I would have to go into COmmand Prompt
