Each state has their own laws regarding rape. Most states don't have a defined law on female on male rape or same gender rape.
However this doesn't mean that a female can't rape a male legally.

Edit: There are very few states that don't prosecute for female on male rape.
However that's based on the state not the country as a whole.

You can be raped as a man. Fact is, there are cases where it happens. An erection is a physical reaction. If a man gets a hard on, he can be raped, even if he doesn't want to have sex. Its the same thing for a woman. If she gets wet, does that mean that she wants it? No. Physical reactions dictate what is possible.
Side note: Rape is defined as the forced act of sex, unconcentually onto another person. No gender is defined there.
