Step 2: Put your USB Drive into your computer and open USB XTAF Explorer.

Step 6: Open Profile Tool 2.0.
Step 7: Click Open.

You can find these under Campaign History under Halo 3 & ODST for Annual/Deja Vu and Firefight History on ODST for Endure. They'll all have 4 players, and Legendary/Heroic depending on the achievement.
Step 10: Navigate to Halo 3 and unlock the Vidmasters according to their requirements. make sure you set it to Online. For Annual, enter your attempt date. For 7 on 7, make sure it's the seventh of any month (it goes day/month on the time setting). Brainpan, make sure you unlock the skull achievements as well and Lightswitch just pick any random date. Make it logical though.
Step 11: Do the same as above for ODST and make sure you pick your attempt dates for Deja Vu and Endure.
Step 12: Click Save in the top left. THIS WILL OVERWRITE YOUR GAMERTAG FILE ON THE PC.
Step 13: Open XTAF Explorer again (if you left it open you'll be at the right folder, if not then navigate back to your gamertag folder and delete the contained file) and click Inject. Pick your gamertag file.
Step 14: Sign onto Xbox LIVE after reinserting your USB drive into your console.
Step 15: Flip your Recon Switch at Bungie.net.
You should have Recon.
You can do this with a Transfer Cable, just do it the way you would mod any achievement with the transfer cable.
