The problem is you're comparing it to "style" and you need to be looking at it from an actual anatomical perspective.
It's good you're going to practice however what exactly are you going to practice? The reason you're not making all that much improvement is because you're focused way too much on mimicking styles instead of learning proportions and stylizing after you understand those basics. If you keep drawing off of SMT art or any art you'll pick up any mistakes the artist your copying from has.
This is how long your neck would be with out the scarf there.
It's almost longer than the whole head. I don't care if you've seen other styles this way it's still atomically incorrect as compared to a real person. You can exaggerate certain characteristics and make it seem convincing (like people who draw anime) but that's because the already know the foundations.
That being said you will never get better unless you're willing to admit your mistakes.
Trying to cover up for it by saying your neck looks fine based on other's styles when it's clearly incorrect is just avoiding admitting your picture's flaws. I know how much critiques can hurt. I always hate it when I draw something I'm super proud of and people tear it to shreds... But I realize it's the only way I'm ever going to get better. Instead of trying to make excuses use it as a motivation to get better.
Also I really do suggest practicing those "stick figures" to an extent. It's hard at first but when you get it down it really helps in the long run.
