This is going to be harsh probably.
If you're trying to emulate Shigenori Soejima's style (The art director of SMT)...
You really need to focus on your anatomy/facial structure before trying to define your style. In fact you really need to focus on this if you plan to get better at art in general. You also need trk on your structural anatomy. (Like his neck being way too long. His shoulders being a bit on the small side... ect) I will say that the character design it's self is pretty interesting.
I've always loved goggles. <3
I think you should do more life studies. c:
Draw people around you when ever possible.

Hmm, I thought i got the shoulders and neck right, i compared it to some of the char. art from Digital Devil Saga
I'm a little ticked off by the criticism(bad day, but that's okay), but i can totally see what you're saying.

Think honestly you need to focus less on trying to get your art to look like someone else's and more on getting things atomically correct.
After you've mastered that (or at least become better) then go back and stylize.
It's bad to emulate another style before having the basic foundation for drawing down. Which you don't yet.

It takes a lot of practice and study. Art is hard, you can't get amazing super fast. In fact I'd say art is one of the most frustrating things I do in my spare time and I swear it's a masochistic hobby.

I can't draw shapes for shit.
I mean as in, like the way peopel do it with stick figures and etc. So i just skecthed it out and then outline a bit with the pencil. felt a lot better, because i think i got smewhat close to the original image. Legs were a bit troublesome. The whole arm needs to be a bit longer, and the forearm needs to be angled a bit more. You happy? imma practice a dif pic later today, or tomorrow

The problem is you're comparing it to "style" and you need to be looking at it from an actual anatomical perspective.
It's good you're going to practice however what exactly are you going to practice? The reason you're not making all that much improvement is because you're focused way too much on mimicking styles instead of learning proportions and stylizing after you understand those basics. If you keep drawing off of SMT art or any art you'll pick up any mistakes the artist your copying from has.
This is how long your neck would be with out the scarf there.
It's almost longer than the whole head. I don't care if you've seen other styles this way it's still atomically incorrect as compared to a real person. You can exaggerate certain characteristics and make it seem convincing (like people who draw anime) but that's because the already know the foundations.
That being said you will never get better unless you're willing to admit your mistakes.
Trying to cover up for it by saying your neck looks fine based on other's styles when it's clearly incorrect is just avoiding admitting your picture's flaws. I know how much critiques can hurt. I always hate it when I draw something I'm super proud of and people tear it to shreds... But I realize it's the only way I'm ever going to get better. Instead of trying to make excuses use it as a motivation to get better.
Also I really do suggest practicing those "stick figures" to an extent. It's hard at first but when you get it down it really helps in the long run.

If I may point out, it's not only the length of the neck that bothers me, but the fact that it gets thinner towards the body.

I said i DO need work, i just said that my neck is fine, and i'll stand by what I said.
I'm WORKING on it, as i also previously stated, and i'm using the gesture tool.
Im not concentrating on styles either, all im doing is looking over many of them so i can get some feel out of it.
I used to learn proportions simply by looking at other images i saw, now, obviously from what you gave me i can work on real human proportions first. It's just hard to move on from that learning "technique" D:
I can never seem to get anyone to understand. :/
P.S. the gesture tool is fun, even though i dont draw shapes, i just sketch the body
