It depends. You could try photoshop if you're just starting out. Once you're used to it, you can move to illustrator(usually used for intermediate-pro type of works and way more easy) Both programs are waaay different though.

If you have time to devote, I'd say illustrator right off the bat and just keep practicing/reading tuts
