Because people

We've got a trickle of people coming in to attempt to use our marketplace and our bots.
A few of them hang around and lurk around a bit.
But some of them are just hitting us up and running.

Like that fellow currently spamming and getting banned and then registering to spam again.

I think 25 is a good number. It not too high or low and it would promote more activity(although it might end up being spam).

25 isn't unreasonable, though I might say more like 18-23 to make it sound more reasonable, so we don't scare off everybody.
(Though yea. Spam.. I don't know how to fix that.)
