The monsters are created b circumstances that are set forth by the times. In modern times, the act of sex is demonized by so many people, they prefer that sex is taught by parents so that it has the chance to be misguided. Same is the idea for racial beliefs, most racism is brought on by he times that people were raised and what influenced them as they were children.
Ancient societies weren't about race, they were about class, and social standings. So people tha had no given class or standing were branded as monsters. In more recent times any person that is slightly out of the norm is a monster. So it is the times, not the monster itself, that creates monsters.
