'Devil's breath' strips free will

We had heard about a drug in Colombia that essentially eliminates free-will in humans. It is called scopolamine and it seemed to us to be so completely out there--like a plot device in an awful Jack Black movie. In fact, it sounded so horrible and strange that we wanted to go down and try it out. So the producers and I compiled a laundry list of embarrassing chores for me to complete while under the influence and, chuckling hysterically to ourselves, got on a plane and headed for Bogota, Columbia.

Apparently the drug can be administered like cocaine- inhaling the powder. People use it to rob people by just walking up to them and throwing the powder in their face so they inhale the dust cloud.

What kind of power could a country have if they flew over another country while dropping that drug out of the plane in large amounts?

Poor description. The drug doesn't rob you of free will it just has effects on people that prevent them from acting normally. Its like being extremely drunk, without inhibition you're willing to do things you wouldn't normally. It looks like you're as likely to have a heartache as dance naked for a few hours in the street. Obviously it a danger, but its not being mass produced and doesn't seem to currently be a possibility as the plant is rare and the drug difficult to make correctly.
