There should be a minimum requirement or like account worth = 1,000,000+ to sell. Because all these worthless 100-500k accs. Are not selling. They belong in the free accounts section to be honest.

Basically, you find a seller who is selling something you want. Then you make a deal with the seller.. The seller will either make you go first or they will go first by trading the account informations/money.. To reduce the risk of being scam, I suggest that you use a middleman.
@the suggestion: Not everyone can get accounts worth 1mil plus some buyers may want to purchase mules and things like that. If there's a requirement it should be 10mil+ since everything below that is not worth selling.
