It is legit, yes. And to be honest, I'm not sure how much Runescape accounts are worth. As for the refund policy, not too sure I can offer that. I'de only offer a refund if my account got banned aswell, since then its my fault for sure. However, if yours gets banned and mine doesn't, couldn't do it.
