Well if we want to get technical, your wish makes sense. But in the context of Dragon Ball Z it is flawed for the aforementioned reasons.
1. Earthlings too pure to wish for power of any sort
2. Frieza/Vegeta pursued the closet thing to your wish, although there are obviously specifics in each wish.
3. Why did nobody ever wish for infinite wishes? Or for the dragon balls to only work for a specific person(s)? There are things like that left to be answered, but there are indeed wishes even
Shenron cannot grant. Furthermore, there are multiple sets of Dragon Balls (and different dragons) so each wish probably can only apply to the set in use if we look at it logically. So while wishing away one pair may work (the dragon balls have vanished before -- when Kami/Piccolo died and they had to go to Namek to collect the Namekian dragon balls), wishing away another might be an invalidation.
All in all, your wish did make me laugh and it makes sense, but I do see potential flaws in doing so. Everything carries implications whether it was foreseen or not.
Conquering the world (although in this case it's the opposite) through the dragon balls isn't implausible but your idea was oversimplified and honestly if it ended up working out it would probably be too boring to watch anyways.
