Computer turns on, no keyboard working, no monitor working, no mouse working. Fans and lights turn on and what not. So yea. What do. I left it off for about 30 minutes. To let it cooldown in case it was over heated. So I dunno.

Sounds like your PSU is going bad, The computer is capable of powering on, but does not have enough power to boot all devices connected to the motherboard.
Try removing some added on devices such as a graphics card (Those are usually the big eaters) and just use your desktops standard VGA out instead of the graphics card`s output.

So how do I know which is which. To me it just looks like a shit load of cables.

PSU = big metal box thing that you plug the PC`s power cord into in the back of the PC.
If you ment how do you test if thats the problem, I suggest you take the graphics card out and try to boot it again, Or try putting your pc`s components one by one into another computer to see which one causes it to fail to power on (This is one reason why people do the cookiecutter pc thing with motherboards, for swapping parts)

I doubt it's his Power Supply. Try dusting it out first.
Usually if you have a lot of dust it will cause your computer to over heat and act all retarded. Happened to a lot of school computers.
You might have some corrosion on your Mother Board that's preventing it as well. Best to open up your computer and take a look.

Neh, That wouldn't work, He couldn't identify his graphics card, Hes not a nerd like most people online.
But anyways, I found out, His outlet isnt grounded, And he doesnt use a surge protector, So...Considering all the power outages lately, I would consider that one of the first things to check.
As for the motherboard, That is another thing to check mainly seeing as the bios splash screen doesnt even boot up.
Another thing to check is whether or not your keyboard is working in the BIOS. Try spamming F12 when booting up to see if you can navigate in to the BIOS settings.

Actually I just re-read it and your monitor isn't working. To be honest, it sounds more like an issue with your motherboard than power supply. PSUs are fairly cheap - can you see another one around anywhere to test? Otherwise take it in somewhere and have them test both the mobo and psu.

The bios doesnt even boot.
the motherboard appears to be getting a small amount of power, enough to light up the power button and have the power button do some functions.So, I dont see anything else it could be but those two.

He has no way to test any of his hardware, as for the second question, He said nothing about this, He just the light will come on, but the computer makes no noises as if it were booting.
If there's no beep then the bios isn't even booting. Try taking out your CMOS battery for around 15 minutes and then putting it back in.
edit: and if you have a spare CMOS battery lying around, try using that. I've fixed a few similar issues all a result from a defective CMOS battery. Probably the cheapest bit of hardware in your PC as well.
