Honestly I think it's because even if you aren't registered you can still download programs in the gaia public programs section and see the free account thread.

I agree with your thoughts on this. I think we should have a rule that you have to be registered to see anything and have a specific amount of posts for anything. Not with bronze though. I think you should still have to apply for it.
