The best gym is Koga's(Fuchsia city)/Sabrina's(Saffron city).

Koga's was too easy to memorize. Sabrina's wins that one easily. However, that theme has been often repeated in every Pokemon game to date. Goldenrod is uniquely the only one shaped like a Pokemon.
