Because people have momentary lapses in judgment. Many of the most liked members here where given a second chance. You, Defy, Gamerforce, and La vie to name a few. Sure, sometimes they don't work out (Bman, Gikon). However, it is worth the second chance for minor things. Scammers etc won't get a second chance.
