Do we all start out with 10 cause i really don't know how i have 10.

By default you start out with 10 to show that you're currently in a neutral reputation state. New user's +rep/-reps wont do anything to anyone's standing until they hit 50 posts.

Not at this moment in time. We have to wait until the Alex re-enabled the plugin system. Until then you can go to your user cp and it will show you the last 10 rep you receive.

Why are we doing this?

Because change is needed.
