No not to send using the send button or to receive the same way, unless it was changed.

yes, you need a credit card attached and verified to receive certain payments from other credit sources. Accounts with no credit card can't receive payments from that source.

And I think if you don't have a credit/debit card verified, there is a limit as to how much you can spend during a given period of time.

Is it 3k? I remember back when I hadn't had it verified, it allowed me spend like, $10 every week or something like that.
