The iPhone has amazing radio equipment, but however At&t has horrible service. And Android is not a phone, it is a operating system for phones. So that does not help him. I would suggest getting the Nexus one since you are on T-mobile.

Jailbreak iPhone.
Run the new Android OS patch on it.
Run custom provider.
