I saw a rainbow today.
On the street. There was shiny shit all over the road, and I could see a rainbow in it :3

Eh, not necessarily.

You're saying that when light rays hit the surfaces they disappear for a good amount of seconds before reappearing, resulting in only people from a distant seeing it.

The light rays don't disappear so you would be able to see it regardless of the distant.
