Probably meant for crowded areas where people mostly ride and bicycles and walk. Its like a giant safe bicycle that when you hit someone they wont suffer severe body trauma.

Holy hell that car is an abomination.
Why would you even want to drive that?

and that car must be the most unsafe vehicle I have ever seen, I would feel more safe sleeping on Main Street in NYC.
