well i've been hearing that paypal does nothing about it.

Paypal does nothing about certain things. Depends on how you do it/what you do.

Paypal might not be obligated to do anything, but I am damn certain those bank accounts and credit cards hooked to the paypal are in some form of an agreement to located anything that may be possibly stolen, and take actions against the thief.
