Dragons on skooma

So my copy of skyrim plays pretty normal, save name for one thing; the dragons are apparently skooma abusers. Here is my argument for it;

Okay, so my character is an argonian and uses primarily archery. Everytime i use arrows on a dragon it does the oddest thing, it drops rapidly from the sky, sinks into the ground, and dissapears. At first i was like: wtfh? Then i got over it and continued exploring. About 5-10min later it dropped from the sky in a bent up polygon and flew around backwards withs its tail acting like the head and vise versa. It wouldnt attack, but i could kill it, which was the only way to get rid of it, it follows my character every time, but only when i use the argonian and only when archery is used. My nord and Kajiit are having no problems.
So, anyone having a simmilar problem, or is it just me?

atleast you get dragons, All of the Jarls are missing their stewards so I cant buy houses and there are no dragons. ANYWHERE. I think its because I saved 2 characters on 1 profile.
