i don't think shenron can make that possible

maybe he could give goku more power to defeat the surfer who knows but i know shenron does have some what limit to his wishes

cause when you watch the show he sometimes says 1 or 2 or 3 wishes during the episodes it varies

You know.. your right. But goku could just use the balls to destory the surfer. Hence the blackstars. Dragon Ball Guide I read this
