I don't think you understand Communism vs Socialism. A basic income is probably one of the best ideas, along with Universal healthcare. But you still might need some sort of permit for like obstructing air traffic for other planes or environmental damages/pollution caused by detonating bombs, or potential earth trimmer side effect costs or whatever.

At least on a federal level. State laws may differ as to what you can own, and may require like a certificate of education in the weapon's use. But each piece of weaponry is legal somewhere in the US. That's why we have them in existence.
