So my service provider doesn't really like IP changing...
I did what someone's suggested in the past, shutting the modem off for 2 hours, I had it off for 4... didn't reset my IP...
I've done ipconfig shit, doesn't work.
What the hell can I do? Or what can I do as a PROGRAM I can turn on and off with IP's?

Gentoo is an un-compiled, fully customizable OS.
It is recommended you have many years of technical experience before you even attempt to install it.
