They paid $30 initially. They got $3 change. They paid $27 total. Of that $27, the waiter pocketed $2, leaving $25. The waiter put $25 in the register for the $25 meal.

Yeah, you subtract the $2 that the waiter kept, not add it. They paid $9 each, and the waiter kept $2 of those $9 that they paid. $9 x 3 = $27. $27 - $2 = $25, which was what the bill cost.
