Is the phrase "Good Luck on your account" spam?

Because it seems very annoying when 5 people come up and say oh good luck on your account.

When more admins do get chosen will these types of posts be deleted?

We'll admit that there has not been that much regulation on spam. However, once moderators have been properly appointed we will cut down on spam.
