Unless you're talking about career choices, I don't think you need to be a software engineer to be an expert programmer. Else, being a software engineer is good I guess.
Heck you can start simple now by learning python and slowly go through all the major languages.
But I'd say just pick one and be really good at it first then go on to the next.

I assume you're talking about college courses or something to that effect. I can't speak for the course itself but as long as you're willing to put the time in to learn your trade in your free time then I would imagine so. From my experience you will find that most courses will only teach you the bare minimum of what you need.

Software engineers deal a lot with the organization of code. How can we create a program that meets X and Y requirements, but it is still maintainable and easy to understand?
Computer scientists care a lot about the theory/math behind programming, but also its application.
Computer engineers care much more about application than the other 2 fields and understand how the hardware components of computers work and interact with each other.
