Without completely redoing and optimizing the engine, you wont be able to do it.

An android is more optimized than your computer.
Also, i bet my droid has nearly just as much processing power as your netbook.

It's not the optimization of the OS, it is the optimization of minecraft itself. It is way too unoptimized currently, but I believe notch has someone working on it.
