Well I do the simple circle sketch to start an anime head.
When you draw a head, line through the middle, another line from left to right to mark the bottom of the eye, etc.

Common misconception is that there's ONLY ONE WAY to draw in manga/anime style. If you look closely at the manga or anime you read/watch you'll find that each has its own style. You draw it how you would draw any head, through knowledge of human anatomy, and you add on, and that's how you go about creating a personalized style. My advice for you, and anyone who wants to take up drawing seriously (yes, even those who want to JUST draw manga stylized illustrations), would be to learn real human anatomy and proportions first hand. That's how I started, and I can't tell you how much it helps (CLOV3R would tell you the same thing... I think she's stated it in another post too, as I did). Then again... people usually don't take the advice, so I won't tell you to do it; it's just a suggestion. ヽ(  ̄∀ ̄)ノ┌┛
