Use photoshop CS3, photoshop elements won't work ^^

let me try to help.
He opens up a new document
400 x 130
he opens up his render and places it in
file > place (find your render)
he re sizes his render to his liking
he duplicates the render layer
ctrl + t and drags the left slider across to fill the screen
he places this under his original render layer
he creates a new layer and brushes around the picture with some grunge brushes in white.
he brushes more to create depth with black
he plays with the opacity to make it blend more.
he then goes. Image > adjustments > color balance
changes the color o match the sig yet not completely blend in with the sig.
hits the type tool
T
types his text onto his image
resize it how you see fit
open up blending options by right clicking on the text layer and selecting blending options
he gives it an outer glow with solig white at 100px
he gives it an inner glow with a dullish green.
he saves his document as .PNG this is important because this format preserves transparency. so if you missed something when you go and post it you wont see the white box.
