I can't say I do know what you mean. The rule is there to encourage people to participate in the community.

It's there to filter out people who just registered to get access to content without even taking part in the community.

Replies count as well but I believe some sections of the site have post counts disabled. Might have to get someone to confirm though though as that may have changed.
