Wat. Do you know what that means? That sounds like the name of a generic virus. You can't just magically send viruses/virii to people. You need the host of the virus whether that be a rouge executable or some other infected source.
If you have possession of this virus then you still wouldn't be able to just up and send it to someone and expect it to cause damage. They would need to download it and they would need it to successfully execute in order to infect this person.
If you mean a way to automatically infect someone with a virus through Skype that would be impossible without some form of exploit in Skype. So if you don't have that you're out of luck either way you look at it. This act is unethical anyway, so yeah.

So, to begin:
1.) Do you know what this virus is? That name was obviously given to the virus as a classification by some Antivirus company. When you scan a file and it's this virus, it would come up with that name. You need to find the real virus that's behind that name.
2.) Do you have the virus' source code? You'll need this to compile the virus, change it up a bit so that it doesn't register with any AVs, and so that you can actually SEND it to someone. If you can't re-code the virus yourself, you'll have to either try encrypting it or just get someone else to re-code it for you, as I'm sure you can find someone who will do it for a price.
3.) Do you have control of the host of this virus? As in, if it reports somewhere (Like a botnet) do you currently have the host hacked/under your control, or is it not configured at all yet? If it is a botnet virus and you need to configure it to report to your computer, that goes back to the "editing the source" part.
4.) Do you have an infection method planned? You say "Infect them through Skype", but what do you mean by that? Would you want automatic infection, as in you send them a message and it somehow infects them? Because if so, you're going to have to do some severe penetration testing against Skype, looking for 0days and buffer overflow exploits and such. I doubt you have the skills for that, but who knows - you might be able to buy a 0day somewhere. If you're looking to send them a file and have them get infected by it, how are you planning to do it? Get them to run a legitimate-seeming exe file? Have some type of self-extracting zip file? Have a game or something with the virus infecting it, so it actually is a legit program PLUS the virus?
These are all things you have to think about before you try to infect someone with a virus. Virii are hard work, and they're not for the faint of heart, as they're highly illegal and you don't want your target to find out you're trying to infect them. There's a lot of effort that has to go into infecting someone, make sure that you're up for it!
