Also generic macros could do that for you. Try AHK or AutoIt or anything with support for keyboard/mouse management

I need a key used primarily for push-to-talk because I game a lot on the PC and Caps Lock is the perfect key but the function of caps lock pisses me off.

@Unintelligible: You can do keymapping with AutoIt??? I knew you could do "When input = A, type B instead" and all that, but you can re-map keys so caps lock doesn't work and stuff? That's cool

Yes. AutoIt and AHK were primarily designed with that functionality in mind. Second phase was general automation. Then they became more miscellaneous in regard to scripting in general. More so the former than the latter.
