It's quantserve, as far as i can tell, they handle user tracking.
Their cookies have been linked to chain bans, but that's just a javascript.
Disco is neat.

It's for advertisements. It's JavaScript that tracks you with cookies and shit to determine what kind of content you like and displays advertisements that are related. Not used for bans or any such crap. Nothing t
