It allocates all the stuff on the bottom of the screen to the top of the minimized box for itself, making it impossible to click anything there.
Might as well have a long, gray bar there, instead of transparent bullshit ****** ass link blockingness.
Makes me feel like I can click something, then NOPE, YOU GOTTA SCROLL BUDDY

Scroll your page until a link is in line with the chat box on the bottom of the page, try to click it.
