Nope. Previous or earlier Chrome versions have that interface by default, regardless of platform (at least for Windows platforms). Not really my cup of tea though.
Yes. A lot of people do actually. Especially large companies and businesses that actually use Windows. As of now, Windows XP is generally more stable, fast, and reliable than Windows 7. And to be frank, I personally prefer it over Win7, too. But that's just me, I guess.

I got it as well i thought it was the router , because we got a new router .
