Your waterheater is probably just relieving pressure.
Its the summer, So it heats up quicker than expected by its normal operations, Or the temp gauge on it could be set too high, Try lowering the temp and it should stop boilovers.
But I must ask, Where is it stored? in the garage? or in the house somewhere?
For liability / safety reasons, I dont suggest you listen to anyone in this thread and if you are feeling in danger to call a professional to look at it. It will cost a few (Not alot of your a working man) but it should keep you safe.
