It's set on statistics. X happenings, on average, per day can be calculated to Y happenings, on average, per second. The statistics are what are most likely the case, given the bajillion years of statistics we have the data.

Actually it most likely gets more correct over time. That's how stats work. The larger the sample the closer to the true mean.

The way it's generated, the longer it runs, the further off it is from the actual statistics. It's as right as it's gonna be as soon as they enter the latest data.
