It's set on statistics. X happenings, on average, per day can be calculated to Y happenings, on average, per second. The statistics are what are most likely the case, given the bajillion years of statistics we have the data.

Sort of. That would be if it were generating the statistics from IRL data instead of based on previous statistics. The way it's generated, the longer it runs, the further off it is from the actual statistics. It's as right as it's gonna be as soon as they enter the latest data. After that, it's guesstimating based on past statistics, and thus will be wrong if new statistics change.
