I already told you on msn, Your board / processor for some reason does not have the options in the power settings to do anything less. Your just going to have to deal with it.

He's running AVG, Malware Bites, and Spybot (or w/e) at the same time. Anti viruses have a tenancy to not work with each other and try to disable one another making your computer the battle ground. All he has to do is get rid of those three fail programs and install Avira.

Wont make a difference, The windows power settings gives no control over minimum CPU usage, which is set to 100%
