Buying money on eBay, and don't really want it if I"m gonna get a fucking call from the Secret Service(I know people who it's happened to).

As far as I know, if it exists, it's legal tender, circulated or not.

Depending on what exactly you're buying non circulated money is just fine.
It's usually intended for collectors and normally goes for more than circulated money.
Non circulated just means it's straight from the mint.

It depends if the buyer is well known or not but like what coffin said i agree, but if the seller is well known then don't buy from him well it could be either way well known or not your still takeing a chance at the secret service.It is like a 50/50 chance of getting caught on ebay but idk about amazon either so be careful what you buy.

There are loads of ways to see if it is illegal (counterfeit) currency. But the only way you can know is if you have it in your hands.

There is no problem buying uncirculated cash off eBay. Legal tender is legal tender, regardless of age or use. Would you stuff a shiny new star note down a strippers g-string, probably not. Can you, sure.
I had the same concern a while back cause I was buying "rare" numbered 20s as a way to cash out a paypal account. Its fine just don't purchase 50's or 100's as they are the most monitored.
Unless your actually buying because of the numismatic value, then I doubt it matters.
