It's not illegal everywhere. Also bullfighting is considered as animal cruelty by many, and I'm pretty sure that's legal in Spain.

Depends on what part of Spain this guy is in, some regions have animal cruelty laws but most don't.
I haven't seen the video, but that's life for you.
