People will absolutely take sterilization. Most people don't want children, they just want sex. If the government offers tax breaks, subsidies, and other benefits then people that want kids won't have them to get the money. Hundreds of women are on the pill and men use condoms, the world is trying hard to avoid having children.
God doesn't factor into the equation, but if you want to bring your deity into this your God forbids you to have sex outside of marriage, to have more children than you can care for, and to not ever lust which your "desire" to use orgasm to "escape" is.
I don't know how you can argue with him.
