As a second year study of Legality in economics. I would like to set the level straight. PayBox.me is (and do not take this seriously,) attempting to create it's own currency. Although this is great, the only actual value of their currency is that of about monopoly money (Well less, you actually have to pay USD to get monopoly money.)
Now could PayBox.me create their own currency that is recognized as a legal currency? Yes! But they would have to own their own country, basically they would need to own a large mass of land, and declare it a sovereign country. Of course being that, that is highly unlikely to happen, how else could they create their own currency? Well they would need to back their currency with an already existing currency for trading value. What this means is if $1 (PayBox.me) was to be used to buy a $1 (USD) keychain PayBox.me must actually pay $1 (USD) and then take away your $1 (PayBox.me) Why isn't this what is happening? Because PayBox.me is not making any money! That means for every $1 (PayBox.me) anyone makes on the site, PayBox.me must make $1 (USD) to back it, which is not happening.

Paypal takes your money and puts it in a secure trust inviroment (PayPal Inc. holds your funds in its bank,) when you go to spend it it comes form them. Get it? Paypal has no currency they deal directly through your currency like a middle man.
Credit Card -> PayPal -> Ebay
Ebay -> Paypal -> Credit Card

Chris is right, besides with Paypal, you have to put your own money into it, they dont just GIVE it away, And he is right, Paypal is just a middleman service.
