Does federalism enhance effectiveness in government? Or does it inhibit effectiveness in government?

hmmm were actually doing this feudalism stuff too, but i need to look up the difference between enhance and inhibit... if u can tell me cuz im too lazy.. i might be able to come up with some sort of answer?
